Ministry of Labour Employment Service

The Ministry of Labour (MOL) Employment Service has over 200 outlets throughout Finland. Their web site has now been re-made with an English version as well as Finnish and Swedish. Also helpful is their 44-page publication Working in Finland which includes sections on looking for work, information about job vacancies, employment office services, recognition of foreign qualifications and much more.

The employment offices offer individual customer service as well as Internet services that job-seekers can use on their own. Individual clients are offered services in the areas of job-seeking, career planning, occupational rehabilitation and entrepreneurship. The employment office also gives advice on applying for unemployment benefits.

Services are also offered to employers in the form of, for example, recruiting and training services and advice when reduction of personnel is needed.

If You Become Unemployed

You should personally visit your nearest Ministry of Labour Employment Office on your first day of unemployment - by doing so you will minimise the waiting period before you are entitled to receive unemployment benefits.You should also visit an employment office after you have completed a period of labour market training or employment subsidy. Your job-search will be valid as of the date you register with an employment office. You can also register before your period of unemployment begins.

As a job-seeker registered with an employment office, you

  • will be taken into consideration when candidates are searched for job vacancies
  • can utilise the employment services
  • can start applying for unemployment security

At employment offices, you will find information about the services available and your eligibility for unemployment benefits. A condition for receiving unemployment benefits is that your registration as a job-seeker is valid.
*Note: the waiting period during which you will not be paid unemployment benefits will only begin once you have registered with an employment office.

In the interview an advisor will discuss your skills and employment possibilities. You can tell the advisor what kind of work or training you are interested in, and go through the job-search process. After the interview the adviser will draft a job-search plan for you. Apart from job vacancies, your advisor will be able to tell you about other otions available to you; these include work experience placements, work try-outs, subsidised employment, work on combined subsidies, or even apprenticeship contracts.

When visiting the employment office remember to take:

  • Employment references (all references from your work career, and if you are still employed, a temporary reference or your employment contract)
  • Proof of layoff (applies to those laid off)
  • All educational qualifications (certificates etc. - see also Foreign Qualifications in Finland)
    - if you are still studying, please bring a certificate specifying the starting date and scope of your studies
  • Proof of having completed the Finnish national military service or non-military service (if applicable)
  • Your passport or a certificate of your passport being held by the authorities as well as your work and residence permits (applies to immigrants only)
  • Any results of applications for student admission under the joint application system (applies to under-25s only)
